The disparity ratio is the state's serious-discipline rate per 1,000 licensed physicians divided by the chosen baseline rate. PlainDiscipline normalizes raw action counts using FSMB Physician Census 2023 totals, so each state's number is comparable. The buckets below are descriptive labels for the ratio, not a finding of over- or under-enforcement and not a patient-safety grade.

  • ≥ 2.0x - more than twice the chosen baseline
  • 1.5-2.0x - 1.5 to 2 times the chosen baseline
  • < 1.5x - within 1.5 times the chosen baseline
